A summary of a declassified CIA report finds that the spy agency never developed an overall strategy for fighting Al Qaeda and allowed inter-agency squabbling to undermine counter-terrorism efforts. The CIA's inspector general wrote the report, and found that the CIA missed key opportunities to stop 9-11 mastermind Khalid Sheik Mohammed and two other 9-11 terrorists. The report recommended that former CIA head George Tenet and his top lieutenants be held accountable for agency failures. Tenet and others have denounced the report, saying the CIA was unfairly singled out when other spy agencies also bore responsibility. Two years after Katrina, the nation still does not have a final emergency response plan in place.
