The first state to legalize gay marriage is now the first state to challenge the federal law defining marriage as between one man and one woman. Massachusetts Attorney General Martha Coakley said the Defense of Marriage Act, DOMA, unfairly excludes 16,000 married same-sex couples and their families from federal rights and benefits. The sales tax in Massachusetts will increase 25 percent on August 1, now that Gov. Patrick has signed a budget bill for the fiscal year that begins Wednesday. On Beacon Hill, the House and Senate expect to approve what they are calling the most sweeping ethics reform bill in decades. The bill increases fines for ethics law violations, gives the ethics commission and the attorney general new enforcement powers, and tightens rules for lobbyists and campaign contributions.
